No, the death rate is going down. You can confirm this for yourself here. usafacts.org/visualizations/… Using the data there I've made this graph. Since deaths are going down but cases are going up, that means the chances of dying are going down as well.

It is going down due to increases in testing, but it doesn’t have the lowest COVID death rate in the world.
